Deputies and poor quality

Recently a deputy (meber of Parliament) of "Sluga narodu" fraction, Chairman of the Committee on social policy and protection of the rights of veterans of Verkhovna Rada (Parliament) of Ukraїnа [1] Halyna Tretyakova [2] during the webinar used the term "children of poor quality" in connection with children born to obtaine social benefits [3]. The use of the term requires not only disprase but also explanation, why it should not be used at all.

Approximately 20,000 human genes that encode the building blocks (proteins) of our organizm differ to some extent in different people. It means there may be many variants of one gene and protein that is why humans differ one from another. These variants are called alleles. But this is further complicated by the fact that most human traits, including intelligence, do not depend on a single gene, but on many sometimes hundreds of genes. The variation in genes, in other words the existence of alleles, is further complicated by another variation of combinations of these alleles. If we add that it is even further complicated by variation in activity and, sometimes, in number of copies of alleles, the picture in general will go beyond being possible to imagine by an average person. This complex system exists to ensure adaptation of human population to constantly changing environmental conditions.

It means that from the point of view of genetics, there are no people of poor quality. There are people who are more adapted to environmental conditions and less adapted. However, because the environment is constantly changing, to predict which allele of a gene, combination of alleles, their level of activity and number of copies will provide the best practical fitness to their carriers is almost impossible. This means that even children born to obtain social benefits, homeless, etc., from the point of view of a population (people of a country, for example), have value, as thay can be carriers of alleles, their combinations, activity and number of copies that in 5, 10, 20, 50 years, if environmental conditions change, can ensure the survival of the population as a whole, due to the presence of certain required for the new environmental conditions alleles, their combinations, activity and number of copies.

Questions about the Quality of management of all branches of power in the country is that what we really have now. Existence of those questions suggests that the combinations of alleles, which run the country now are not prone to systemic thinking and to really effective reforms for improving the quality of life in Ukraїna in general.
