On November 5, 2019, a meeting of the National Rada of Ukraine for Science and Technology Development was held [1]. Among the discussed issues were further reforms of the Ukrainian science, use of budget funds for research activities, attestation of higher educational insttutions in the field of conducting research and innovation activities, organization of the system of independent scientific expertise, and functioning of the National Research Fund (NRF) of Ukraine. In particular it was recommended to permanently place NFD in the central part of the city of Kyiv. Althogh some scholars propose to hold a competition among the cities of Ukraine for the placement of the NRF, since it is not clear why the NRF should be located in Kyiv, which is of the main corruption spots in Ukraine.



Verkhovna Rada preliminary adopted the Draft Law 2299 of 22.10.2019 "Draft Law on Amendments to Certain Legislative Acts of Ukraine for Improving Higher Education Educational Activities" [2, 3]. In particular, it is proposed "in Article 6: ... to add to the fourth paragraph with the following content:" The decision to award a higher education degree and to confer appropriate qualification may be annulled in the manner established by the Cabinet of Ministers of Ukraine by a higher education institution in the event of detection of violations by the applicant of higher education of academic integrity, in particular plagiarism, fabrication, falsification"".



The Government of Ukraine has decided to finance the purchase of a used ice-class ocean vessel [4] for Antarctica exploration transport purposes and other sea and ocean research. Financing amount of UAH 252 mln is approximately equal to the amount of funding allocated to the National Research Fund (NFD) of Ukraine, which has not been spent because of the slow progress of the organization of NFD activities. Although it is clear that money is spent to not to be wasted for science due to obligatory return to the state treasury [5], the acquisition is certainly is not a result of a transparent competition for spending the aforementioned funds, since science in Ukraine has more urgent needs, especially given that Antarctic research, logically, is not among its priorities.
