2019 – Science summary for Ukraine

The most anticipated event in 2019 in the science field in Ukraine was the launch of the National Research Fund (NRF) of Ukraine [1], the existence of which is necessary for a transparent and controlled allocation of funds for research on a competitive basis. Although the NRF's administrative structure was formed almost completely, that is, the Director [2], the Executive Director [3] and the NRF Science Rada were elected, the first competitions could not be started because of too much time spent forming the Fund's administration. The NRF is currently scheduled to start operating in the first half of 2020, with a budget of UAH 525 million for 2020[4].

Significant gains in the field include funding for the development of universities research infrastructure [5], planned changes to legislation on academic integrity for higher education seekers [6], the launch of the Innovation Development Fund (also known as the Ukrainian Startup Fund) [7]. The database and search engine Open Ukrainian Citation Index [8] have also started to operate.

A notable event was the appearance of a 1000 UAH banknote with the portrait of Volodymyr Vernadsky [9], among whose achievements most scientists cannot find a truly landmark scientific discovery. His appearance on the aforementioned banknote was largely the result of years of bribery by the National Academy of Sciences of Ukraine (NASU) of government officials. Bribery in the form of distribution of titles of academicians and corresponding academy members, as well as PhD and DSc degrees [10]. Vernadsky's services to NASU are enormous - he was the founder and the first president of this organization, which today looks more like a religious organization than a scientific one.
