Budget 2020 for research in Ukraine

The Law on the State Budget of Ukraine for 2020 [1], which enters into force on 01.01.2020, was adopted on November 14, 2019. The distribution of budget expenditures for 2020 can be found in the summary table - annex №3 to the Law of Ukraine "On the State Budget of Ukraine for 2020 ”(XLS file: [2]).

What has changed in the 2020 budget compared to the budget of 2019? There is a certain increase in research expenditures by UAH 220 million. As in 2019, sectoral research is funded through individual bodies, such as the State Department of Affairs, the State Emergency Service, ministries, etc. Previously, it was mentioned [3] that funds for industry research would be more appropriate not to allocate by specific articles in the budget, but to grant on a competitive basis through the National Research Fund (NRF). But because of the slow progress in the NRF set up, it is not possible at this time. However, compared to the 2019 budget support of the NRF increased 2-fold, to 525 instead of 262 mln UAH. In addition, the budget 2020 does not provide for separate funding for research at the Taras Shevchenko National University of Kyiv and the National Technical University of Ukraine "Igor Sikorsky Kyiv Polytechnic Institute", unlike the previous budget. Instead funding for priority areas for research and development in higher education institutions as a whole quadrupled from UAH 100 to 400 million UAH.

It is interesting that amount of funding for research allocated to Ministry of Education and Science is about three times less (3.3 bn UAH) than that allocated to the Academis of Sciences (10 bn UAH).[Table 1]. The Academies are known for high levels of corruption and simulated research in many cases. Although it should be noted that in some institutions of higher education, the level of corruption is not much lower.

Thus, the numbers:

Total expenditure budget for 2020 is about 1.182,0 bn UAH (51 bn. USD; 46 bn. EUR; according to the official exchange rates of the National Bank of Ukraine as of December 24, 2019).

Expenditures for 2020 relating to research and contained in all rows where science or research are mentioned are about 14,1 bn UAH (605 mln USD; 547 mln EUR).

Thus, budget expenditures 2020 on science and research in Ukraine account for 1,19 % of all budget expenditures, compared to 1.26% in the 2019 budget.

* There were several reorganizations and renamings during 2019:

"Ministry of Energy and Coal Industry of Ukraine" and "Ministry of Ecology and Natural Resources of Ukraine" were reformatted into "Ministry of Energy and Environmental Protection of Ukraine", and "Ministry of Economic Development and Trade of Ukraine" and "Ministry of Agrarian Policy and Food of Ukraine" into " Ministry of Economic Development, Trade and Agriculture of Ukraine. In the comparison budget table, it is indicated by the year opposite the name of the ministry or the name of the expenditure.
